Training on organizational and legal aspects of the autonomous family doctor practice held in Chuguyiv

On September 28, 2016 the next training in Chuguyiv under the project supported by the Consulate General of the Federal Republic of Germany in Donetsk (Dnipro office) was conducted. Trainer of Change Agency “Perspectives” Mykhailo Dovgopol and legal expert Olena Khitrova together with the family doctors and nurses of Chuguyiv primary health care center examined the key organizational and legal aspects of the autonomous family doctor practice.

First part of the session was devoted to the main aspects of health care reform in Ukraine (transformation models, processes). The speaker analyzed the actual model of medical organization financing; also said about planned changes in medical reform course. It is necessary to change legal form of Chuguyiv primary health care center, because only in this case center will be able to sign contracts with doctors - entrepreneurs. And, in turn, this is a necessary condition for competitive environment creation, and for service quality improvements.

Afterwards such issues as decentralization consequences for local communities, new players in the altered model of health care financing, aspects of medical insurance in Ukraine were discussed.

The second part of the session was about practical issues of solo practice establishment. The speaker offered a detailed algorithm for registration of private solo practice, and medical practice licensing. Some aspects of medical practice taxation, accounting, requirements for buildings and equipment were also discussed.

It was emphasized that legal support in solo practices establishment would be provided for the Chuguyiv medical professionals under the project.

In addition, relationship with clients was discussed. The speaker noted that the relations based on the scheme “doctor-patient-prescription” must be radically changed. And new model “consultant-contract-customer” should be implemented.

Communication with a customer is important not only to provide better service. What is more, it is essential for the doctor liability protection. Client Informed Consent is crucial to get. Especially if carry out risky or potentially uncomfortable procedures. These issues roused a lively discussion about privacy and confidentiality of the client information, possibility of its disclosure to the third parties.
